Parish Council

What the Parish Council Does

The Parish Council now comprises 10 members, 6 representing Sherfield-on-Loddon Ward and 4 representing Taylor's Farm Ward.  Parish Council meetings are usually held on the second Wednesday of each month, in the Liddell Hall, in order to discuss issues affecting the village and its residents.  An Open Forum session is always included to allow questions, comments and contributions from the general public.  An Annual Parish Meeting is held in May, to which all residents are welcome to attend to hear reports from the Council. 

Parish Council elections are held every four years, and were held in June 2004.  Any vacancies that arise between elections are filled either by holding a by-election or by co-option.

The Parish Council appoints a Clerk, a Litter Warden and a Tree Warden.  Committees of the Council are appointed on an annual basis.

Meetings to be convened according to applications received.

  • To consider all planning applications notified by the Director of Planning for all premises and sites within the Parish.
  • To inspect the site and advise the Director of Planning whether or not there are any objections. The Chairman of the Committee will advise the Director of Planning by returning the form supplied by the Borough or by a letter, if this is felt to be necessary.

Finance & General Purposes Committee

Meetings to be held in the week following a meeting of the Village Green Committee.

  • To receive reports and recommendations from the Village Green Committee.
  • To receive reports and recommendations from other committees and sub-committees.
  • To consider and recommend priority of projects, in particular for the Village Green.
  • To obtain estimates, either directly or from the Village Green Committee, for works to be carried out in accordance with an agreed specification.
  • To advise contractors of the Parish Council’s Health and Safety policy and to obtain risk assessments and method statements for works to be carried out.
  • To ensure that works are carried out to a satisfactory standard and within the agreed time, where reasonably possible.
  • To make Grant applications at the direction of the Parish Council. 
  • To monitor budget, and supply to the Parish Council in October each year a schedule of works, with costs, to be carried out in the following financial year.

Village Green Committee

Meetings to be held on the third Tuesday, every two months.

Together with Tree Warden, Village Green Volunteers, Village Green Committee members and other interested parties to make recommendations to the Parish Council regarding the upkeep of the Village Green, its footpaths, ditches, trees and ponds. 

Specifically:

  • To make recommedations about the general maintenance of the Village Green.
  • To suggest projects and/or improvements to the Village Green for the coming year before the end of August, so that quotations for works can be obtained in good time for the setting of the following year's precept.
  • To report to the Parish Council on aspects of vandalism, damage to trees, seats, etc, with recommendations for their correction.
  • To circulate the  Minutes of the Village Green Committee Meetings to Parish Councillors.
  • To join with, and encourage, the Volunteer Working Parties in maintaining the Village Green, according to the Village Green Maintenance Plan.
  • To be a point of reference for village members seeking advice and general information about Village Green matters.
  • To be aware of Health and Safety issues and adhere to the Parish Council's adopted policy.

The Parish Council, having taken into consideration the recommendations placed before them by the Village Green Committee and other intersted parties, will publish a Village Green Maintenance Plan, so that everyone knows the projects and/or improvements that have been agreed and sanctioned by the Parish Council.

Because the Parish Council is wholly responsible for the upkeep of the Village Green, the only maintenance pojects allowed are those that have been agreed and sanctioned by the Parish Council.

  • To deal with any problems arising from traffic, roads, car parking (other than the car park on the Green), and bus shelters and to report on these problems to the Parish Council.
  • To recommend any repairs or modifications deemed advisable, via the Finance and General Purposes Committee.
